Bug#536453: add configuration support for `set gfxpayload=...'

since latest version of grub has made vga=0x318 deprecated in
favor of set gfxpayload=1027x768 at 32  before linux command
it would be nice that grub-common can support it through something
like GRUB_CMDLINE_LINUX does in /etc/default/grub so that every time
update-grub runs the configuration persists.
