podebconf-display-po may be buggy here.  The template in question reads
as follows:

Template: grub-pc/chainload_from_menu.lst
Type: boolean

 GRUB upgrade scripts have detected a GRUB Legacy setup in /boot/grub.

 In order to replace the Legacy version of GRUB in your system, it is

 image from your existing GRUB Legacy setup. This step can be automatically
 performed now.

 It's recommended that you accept chainloading GRUB 2 from menu.lst, and

The #flag bit explicitly excludes "upgrade-from-grub-legacy" from
translation, because it should be the same when translated anyway.  Are
you sure that this isn't just podebconf-display-po getting it wrong?
