Please run:

  sh -x /usr/sbin/grub-install /dev/sda

... and show me the output.

(If you're running this from a rescue CD, make sure that you're chrooted
to your normal root directory first and that /proc, /sys, and /dev are
mounted inside the chroot.)

Don't worry about the locales stuff - it's just noise for the time being
and is not actually relevant to your GRUB problems.
