I confirm the same problem on a grub-install.

Order placed on the system in use and not in a chroot or live cd.

Idem :
grub-setup: info: succeeded in opening the core image but the data is
different.
grub-setup: error: cannot read `/boot/grub/core.img' correctly.

debconf settings:
   grub2/kfreebsd_cmdline:
* grub-pc/linux_cmdline:
* grub2/linux_cmdline:
* grub-pc/install_devices_empty: true
* grub-pc/chainload_from_menu.lst: false
   grub-pc/kopt_extracted: false
* grub-pc/install_devices:
   grub-pc/postrm_purge_boot_grub: false
   grub2/kfreebsd_cmdline_default: quiet

grub-common    1.98+20100617-1
grub-pc    1.98+20100617-1

Thanks
