Why does grub-pc need access to the /usr partition to find /usr/share/grub/unicode.pf2 ?
What if /usr is an encrypted partition?

It looks more stable if grub remains in /boot and copy the files it needs to /boot/grub.
It's one directory (/usr) to worry about.
