Bug#598568: grub2: [INTL:vi] Vietnamese debconf templates translation update

(I'm a bit confused about this file. First, it was listed as a needed update for the Debian Installer, Level 2. So I updated it and sent it in. A reply said to send it to the TP next time. I already translate grub at the TP [it's still at 100%], but I'm not sure that includes the Debian file.
This same file also turned up in my list of debconf files needing update, so I've sent it in under Debconf. I hope all this makes sense to someone!)
