While I know we have some documentation in /etc/default/grub at the
moment, it doesn't belong there.  It's a poor format for it, and adding
extra text causes people to have to deal with configuration file merges
all the time.  The correct way to fix this bug is to add a reference to
the comprehensive info documentation, which is what I'm going to do.

GRUB_PRELOAD_MODULES is not yet documented in the info page, but I've
already fixed that upstream.  In the meantime:

`GRUB_PRELOAD_MODULES'
     This option may be set to a list of GRUB module names separated by
     spaces.  Each module will be loaded as early as possible, at the
     start of `grub.cfg'.
