Bug#612874: grub-common: In XEN DomU: 00_header stops update-grub if LANG is not set to C

I use grub to generate the grub.cfg in a XEN DomU. pygrub reads this grub.cfg and starts the DomU with the
correct kernel.
update-grub stops creating the grub.cfg if in the DomU the environment variable LANG is unset or not set to C.
It stops in 00_header. update-grub works if you start it so: LANG=C update-grub.
