Bug#612898: grub-pc: 20_linux-xen can generate an empty menu which cannot be handled by grub

I had /boot/xen-diff.patch (a difference between two kernel
configurations) and no actual xen kernel nor hypervisor.

This prevented update-grub from generating a config file.

The same happens when xen-hypervisor is installed but no xen kernel is
available.
