update-grup uses the locale from LC_ALL (or other LC_* or LANG) to
localize entries via gettext_printf. That is great except the case when
the locale of root is a non-UTF-8 encoding. The grub.cfg has to be in
UTF-8 always.

A würgarround is to call update group via "LC_ALL=de_DE.UTF-8
update-grub", but this will also output the console output in UTF-8,
which is wrong.
