Shouldn't this be handled by the plymouth package itself (that I
recently adopted)?

I was actually thinking about reverting the logic and always enable it
if installed unless some boot parameter are passed (upstream is using
"plymouth.enable=0", we could use the same or "nosplash" or both).

But, ATM plymouth is pulled by other packages because some libraries
are bundled in it and we have some bugs that should IMHO be fixed
first: #766462 and #602331.

I agree with you. I guess we should start some discussion with the
release team to see how we should proceed.
