Not here:

  $ grub-install --help | grep -n Usage
  1:Usage: grub-install [OPTION...] [OPTION] [INSTALL_DEVICE]

What does the "locale" command print for you?  Also, please provide the
*full* output of "grub-install --help", unfiltered by grep or anything
else.
