Bug#596034: [thoggen] Please don't depend on "hal"

Please remove dependency on "hal", or downgrade it to "recommends".

There is no reason that thoggen should require hal, e.g. I used it sometimes to
convert copes of DVD VIDEO_TS file structure which was stored on a HDD, not a
removable optical disk.
