Dear maintainers,

while at it, I took a stab at fixing #633438 (libjpeg transition).
Builds fine against libjpeg8, and I tested that it does something sensible
(at least on the decode path) with
  gst-launch -v 'v4l2src ! jpegdec ! ffmpegcolorspace ! xvimagesink'

Debdiff is attached; this transition is indirectly part of an release goal,
so I'd also like to NMU this if you don't object.
