Bug#667918: Please drop build dependency on libopenspc-dev

I plan to request the removal of the libopenspc-dev lib
(orphaned for a long time, dead upstream and i386 only).
Please drop the build dependency in gst-plugins-bad0.10, 
which is the last user in the archive.
