[Pkg-gtk2-perl-maintainers] Bug#473031: libgtk2-perl: depend on libgtk compiled against

I upgraded libgtk2-perl but still had a slightly older libgtk2.0-0
installed.  With a simple "use Gtk2" I got a warning printed

    *** This build of Gtk2 was compiled with gtk+ 2.12.9, but is
        currently running with 2.12.1, which is too old.  We'll
        continue, but expect problems!

It'd be nice if libgtk2-perl dragged in a new enough library to avoid
that.

(The message is from Gtk2.xs BOOT I think.  Perhaps it's overly cautious
to worry between micro version numbers, but if the code does it then
it'd be good for the package depends to reflect it.)
