[Pkg-haskell-maintainers] Bug#597769: cabal-install: wrong use of mktemp in bash completion script

Hi,
the bash completion script
1) does not check the return value of mktemp and
2) fails in the presence of "set -o noclobber"
attached is a patch to fix both.
