Thanks for the report, fixed and uploaded.

This is intentional. We do not want to put the information which
architectures support Template Haskell across dozends of source
packages. Rather we use a declarative depends which prevent this
packages from being attempted by buildds on unsupported arches, and if
new arches are supported, we only have to change the Provides: in the
ghc source package.
