Builds of haskell-dpkg in minimal environments (such as on the
autobuilders) have been failing:

hlibrary.setup: The program pkg-config version >=0.9.0 is required but it
could not be found.
make: *** [dist-ghc] Error 1

Could you please declare a build dependency on pkg-config and check
(with pbuilder or the like) that no others are missing?
