rebuilding would not be enough, as the rebuilt package would have to
wait for this transition to complete:
http://release.debian.org/transitions/html/haskell.html
This has an ETA of, very optimistically, two weeks.

What you can do (although I’m not sure about your policies about that)
is to force libzip2 to testing and then binNMU or manually rebuild
haskell-libzip in testing.

Or, if that is cleaner, use a testing chroot, install libzip2 from
unstable, rebuild haskell-libzip and upload to testing-proposed-updates.
Hopefully britney would notices that it can take that package to make
the libzip transition work.

Or, the easy way: Just remove haskell-libzip from testing and it will
re-enter after the current GHC transition above has finished.
