Sorry, my comment was very cryptic.  I don't think any malice was
intended or anything --- I am guessing you simply forgot to clone bug
676874 before reassigning it to dpkg.  But your explanation when doing
so didn't say "I am making this change in ghc in the next upload".  I
had no idea that you were making that change in ghc in the next
upload, so I cloned and reassigned back as a reminder.

No opinion about the severity here.

Another bug that gave the impression of being rejected for transition
reasons is bug 673081:

| I’d rather like to be able to transition the current set of Haskell
| packages to testing first and then, if there is time before the freeze,
| tackle this bug. For that, the severity needs to be lowered, though, as
| otherwise nothing will migrate.

That is not what severities are meant to signify.
