Bug#765091: pandoc-citeproc: important bug still affects Stable - please backport fix

Although the bug has been fixed in later releases, Stable is still 
affected and this bug was getting in the way of my research. It would be 
really helpful if the fix could be backported (or the newer release 
backported). I had difficulty building it on Stable, so I created a 
Stretch chroot to work around the problem.
