Bug#829040: pandoc-citeproc: Should declare relationship with ca-certificates

While creating a Stretch chroot to work around #765091 in jessie,
I was still missing a dependency when trying to run pandoc-citeproc (via pandoc):

pandoc paper.tex -s --bibliography=references.bib --csl=style.csl -o paper.html
pandoc-citeproc: TlsExceptionHostPort (HandshakeFailed (Error_Protocol ("certificate has unknown CA",True,UnknownCa))) "www.zotero.org" 80
pandoc: Error running filter pandoc-citeproc
Filter returned error status 1

This error went away after I installed ca-certificates, so I think this should be declared by pandoc-citeproc.
