My report was just to raise this issue. I've not put much investigation in it.

Depends/Recommends php-mdb2 might not be enough.
AFAICS there are the php-mdb2-driver-{mysql,pgsql,sqlite} so one of them
might be required and the dependency part might have to be moved to one
of these packages (they don't provide e.g. virtual package php-mdb2-driver
to depend on).
I use MySQL and have installed php-mdb2-driver-mysql.

While I track testing I've observed this issue this month (May 2009) - quite
after Lenny has been released and several horde versions already hitted
testing. So Horde in Lenny worked fine for me with MySQL DB backend.
I've just checked the packages pages and it seems that php-mdb2 did not made
it for the Lenny release. On the other hand you're right that Horde in
Lenny still has the same require line:

/usr/share/horde3/lib/Horde/Share/sql.php (line 666): require_once 'MDB2.php';
