[pkg-horde] Bug#870871: Reduce recommended package on php-horde-util

I am working on a project that depends on php-horde-string.

When installing php-horde-string, I get this pile of co-installed

This really feels like overkill, doesn't it?

With --no-install-recommends, I get this:
