Is that relevant?  A vague suggestion in a text file seems to be more
of a documentation bug than anything functional or code related.

Well the vague text remains in the NEWS.Debian file.  Since the text
file is historic, it probably doesn't make sense to change it directly
-- perhaps a leading note might help.  Also if there is ever again a
need for a reminder such as:

    % zgrep "reinstall the printer" /usr/share/doc/hpijs/NEWS.Debian.gz -m 1 -A 4
    Note: to update a PPD, you have to reinstall the printer or use the
    "modify printer" command in a CUPS administrative interface.  See
    Debian bug report #333746 for more information.

...it should be revised to make it clear where such "modify printer" commands
may be found.  Referring users to bug reports is NG.

Note: I certainly am happier, now the same printer works fine after
upgrades without human intervention.  (And sorry for the late reply.)
