I returned to having Ubuntu's own UDEV rules file due to the following 
bug reports:

https://bugs.launchpad.net/bugs/319660
   Cannot edit configuration from udev rules

https://bugs.launchpad.net/bugs/319661
   Must not set OWNER in udev rules

https://bugs.launchpad.net/bugs/319662
   udev rules should be 40-*.rules unless there's a good reason

https://bugs.launchpad.net/bugs/319665
   Uses deprecated SYSFS instead of ATTR
