This is intended. ia32-apt-get deliberately conflicts with ia32-libs,
as it was removed from the ia32-libs-tools packages due to pressure on
debian-devel, as you can see in the changelog:

* Drop ia32-libs and ia32-libs-gtk by popular demand.
Mark Hymers claimed he'd take over maintenance for those, but hasn't
uploaded yet. Mark, is there anything I can do to help?
