That error comes from you doing "dpkg -i ia32-libs.deb" manually. You
then have a system that has ia32-libs unpacked but missing its
dependencies. And in such situations, when your system is in an
inconsistent state, apt-get always lists the inconsistenmcies and asks
you to run "apt-get -f install" to first get the system into a
consisten state.

So this is normal behaviour, not a bug in ia32-libs.

PS: Why do you want ia32-libs on jessie? You should not use that but
simply install the i386 packages for your software.
