Package: libshout3-dev
Version: 2.2-1
Severity: important

libshout3-dev doesn't depend upon libspeex-dev, but the pkg-config file
shout.pc states:
Requires: ogg, vorbis, theora, speex

Which causes programmes using libshout to fail to build if
libspeex-dev isn't available on your system.
