[Pkg-ime-devel] Bug#284405: libm17n-dev should depend on libxml2-dev

When I was prepareing the scim-uim package, I noticed that I had to
build-depend on libxml2-dev to avoid FTBFS.  It turns out building
against libm17n-dev needs libxml2-dev.

I am still not sure if it's the -dev package's responsibility to include
other -dev packages as build-depends.  But from the discussion in
#283047 and #283206, it seems to be desired.  Therefore I'm filing this
bug as wishlist.  The maintainer please feel free to point me to the
correct practice.  Meanwhile, I am build-depending on libxml2-dev in my
scim-uim package as a workaround.
