If you made the decision on debian directory to be included for tar ball,
please ask them to not to include it.  Then we can update Debian part as
debian revision without asking upstream to release new version.

You can have debian in svn repository if you want (But I do not
recommendf it).  Just use

$ tar --exclude='.svn' --exclude='debian' libchewing-xxx.xx.tar.gz libchewing-xxx.xx

Then you get tar without .svn and debian :-)  That what I did basically.
Just repackaged with very minor changes.
