Because I did quick and sloppy removal of debian directory.

That is true.  I was thinking about it.  Please do so if we repackage.
But for this upload, we can live with the option of replacoing generated
file with the latest one as README.DEbian in autotools-dev suggests.

(I am no expert on this subject.)
