Some quick thoughts:

Maybe a description like this:

	Description: versatile Simplified Chinese input method suite

Is it only for simplified Chinese or are there tables for traditional
Chinese and other scripts?

used to do, and what features of a system or userbase will determine
whether it should be installed.

 input Chinese characters in a variety of applications and using a
 variety of input methods (mappings of sequences of keystrokes to
 characters).

 Despite its humble name and beginnings, modern fcitx is not only
 useful for inputting Chinese in X. It has customizable skins and
 tables, a developer-friendly input method engine interface, and an
 intuitive graphical user configuration tool.

I am mostly relying on [1] and guessing to fill in the blanks, so
please either don't take the details too seriously, or take them
seriously and correct them.  For example, maybe fcitx requires X (but
what is a person to do when wanting to type Chinese in a console emacs
session)?

fcitx’s Japanese tables don’t seem to be packaged for Debian, from a
quick search.

This paragraph is phrased in terms of how fcitx differs from its
predecessors, which makes it less useful for the puzzled sysadmin than
it could be.  Maybe something like

 All in all, it offers a pleasant and modern experience for inputting Chinese
 in the vast majority of cases.

would sum it up.

It would also be nice to give some advice to help the sysadmin
understand the relationship to other input method related packages
such as uim, scim, ibus, anthy, tamil-gtk2im, gcin, qwo,
qimhangul-qt4, t-code, freewnn-*, canna, egg, im-switch, nabi,
skkserv, ucimf, gtk3-im-libthai, and prime.
