[Pkg-ime-devel] [pkg-ime-devel][gcin] taking over gcin maintenance to two new maintainers

If you are still not very familiar with how to maintaining a package
for now, you are
still very welcome to participate pkg-ime, while with another way temporarily.

You have no permission to push to our git repo in git.debian.org, while you can
send us patches, and ask Osamu etc to upload it to debian repo for you.

With the above process for a some time, let's have decision then.
