By saying ibus-setup, I mean the program it launches.

The logic for "Preferences" button is simple:

<setup> tag means <setup> tag in standard XML terminology.

Example:

mozc.xml should have <setup> tag also, as I reported bugs to both mozc
upstream and Ubuntu some time ago.
