[Pkg-ime-devel] Bug#712149: ibus: inconsistent location of libexecdir breaks setup dialog

Justification: major part of the package are mostly unuseful unless fixed

Until reported to ime-pkg ML, we overlooked this bug.

In the course of M-A/LSB compliant, we broke ibus set up infrastructure
badly.  Key discussion is summarized at:

Some language suffered more ... so let's fix it.

 * All impacted packages (M-A: foreign) ... I think.
 * libexecdir = use /usr/lib (debhelper compat=9 required)
 * No more random override for configure of libexecdir
