[Pkg-ime-devel] Bug#750881: ibus-cangjie: Should be arch all not arch any

Looking at the content shipped in ibus-cangjie, it does not appear that any of
it is architecure specific.  If this is correct, please change from arch any
to arch all and convert switch (at least, I didn't check the rest) the
build-dep on python3-all-dev to python3-all.

This will help conserve time spent building packages on the buildds for the
various architectures Debian supports (which can be quite limited on some
architectures) and also remove ibus-cangjie from the list of packages needing
rebuilding when the python3 version is changed.
