I have done some digging and here is my finding and possible workaround:
First, the reason why fcitx-diagnose complains about missing library
files is because missing of "fcitx4-config". The fcitx-diagnose script
cannot get the library path. The workaround is to install
"fcitx-libs-dev" package.
Second, the reason I cannot add any input method into fcitx is because
no input method is showing in the "input method" box after running
fcitx-configtool, even after I unchecked "Only show in current
language". I have to trigger those input methods on manually by
modifying the profile file located under $HOME/.config/fcitx/profile
