[Pkg-ime-devel] Uploaders ... thought

Hi,

In order to keep who actually watch after the package, let's keep the
uploaders field limited to those who made upload in the current
unstable after the last stable release.

Of course, if someone is active without it (from VCS check-in etc.) then
he may be kept in.

After all, anyone can upload as "Team upload" these days, this should
not cause problem in most cases and solves MIA.
