[Pkg-ime-devel] Reset hime repo in Alioth for Debian packaging

Since both uploaders agree to change to dpm-based format, I just do the
migration.

*   The old gbp-based repo is in http://anonscm.debian.org/git/pkg-ime/hime-gbp.git
    now.
*   http://anonscm.debian.org/git/pkg-ime/hime.git is dpm-based repo
    right now.
