[Pkg-ime-devel] Bug#836395: libopencc2: missing files cause librime fail to work

Sorry, but I think we need to raise the severty to RC since the missing files 
are generally making this tool unusable.

Fix is really easy. Perhaps all we need to do is to add the following lines 
into debian/copyright:
