I think it is normal bug with high level of annoyance to the user.

I am not having such problem here with japanese conversion engin.  So it
is likely to be the problem by the package offering "sanskrit - IAST
(m17n)"

Is this particulat to some application or always true for all program?

Say: Chromium, gnome-terminal, ...

There are some race condition problem I heard for some input method ...
I do not know much ...
