[PKG-IRC-Maintainers] Bug#568843: ngircd: Preparing NMU for version 15-0.1

I've prepared an NMU for ngircd (versioned as 15-0.1) and will upload
it in approximately 14 days. Please feel free to tell me if I should
delay it longer or if you wish to upload the changes on your own.
