Thinking about this again: since this package uses debconf
anyway, it's probably much easier to just ask the user whether
to delete auth_key or not in -server's postrm (with the default
being yes), instead of doing this pseudo-refcounted dance in
all postrms. It's probably also more transparent to the user.

Hence I'll rework the logic in that regard. Increasing severity
to serious, as it's a policy violation.
