The iscsitarget upstream is not active any more. The current state of the
project has been lagging far behind that even the (out of tree) kernel modules
for iet do not build. Hence, we chose to drop iscsitarget from Debian Stretch.

Instead, in Stretch, we now ship the LIO (in-kernel) target.
