libcommons-digester-java is compiled for JDK 1.4. I get this error when 
trying to start tomcat4 with JDK 1.3:

Exception in thread "main" java.lang.UnsupportedClassVersionError: 
org/apache/commons/digester/RuleSet (Unsupported major.minor version 48.0)

Please add "-target 1.3" when compiling the classes with Jikes. Severity 
serious because this breaks tomcat4.
