Bug#306995: tomcat4: wrong environment $CATALINA_HOME set

after installation, $CATALINA_HOME is set to /var/lib/tomcat, which 
doesnt exist.  the installler either needs to make $CATALINA_HOME be 
/var/lib/tomcat4, or create a symlink.
