Bug#294741: Foreign characters lost at start (Bad UTF-8 decoding)

I updated from 4.1.30-6.

I'm using Tomcat 4.1.31-2, Blackdown j2sdk1.4.1 on an uptodate Sarge server
with Kernel 2.6.8-13.

When we boot the server, some applications using Tomcat4 have a wrong UTF-8
encoding when the starting process is over and apche/tomcat ready to serve
request. 

If I do /etc/init.d/tomcat4 restart all come back as normal.

I have no special message in catalina logs.

I have this in /etc/default/tomcat4

CATALINA_OPTS="-Duser.language=EN -Duser.region=FR"

Any idea?
