Perhaps try installing the other kaffe packages, particularly
jikes-kaffe and kaffe-common, and see if anything changes.  Also, if you
are running on an architecture other than x86, tomcat4 will probably
prove difficult to run right now.  Even with x86, there is additional
stuff that has to be done.  Google for "tomcat kaffe" to get further
